Tammy Kreuz, Ph.D.
President and Founder
After a thriving career in many different forums, Kreuz Consulting Group, LLC was established. As a motivated, results-oriented collaborator, Dr. Kreuz has helped to make us what we are today. Dr. Kreuz began her education career as a classroom teacher in the central Texas area. She then spent four years managing statewide education initiatives at the Texas Education Agency.
After completing her Ph.D. in Education Policy and Planning at the University of Texas at Austin, she joined the leadership at the University of Texas System in 2005 as the Director for Educator Quality Initiatives at the Institute for Public School Initiatives. In that role she spent five years working collaboratively with both public and higher education staff to implement educator initiatives aimed at increasing human capital in Texas public schools. Eventually, she started the Texas Center for Educator Excellence where she led a statewide center for human capital initiatives in Texas. In her former roles, she wrote, secured, and managed nearly $200 Million in state, private, and federal grant funds for Texas school districts. These funds include nearly $2 Million in technical assistance grants from the Gates Foundation and over $177 Million in grants from the U.S. Department of Education.
Her focus and life's mission is to improve human capital in public schools. In addition to her Ph.D., Dr. Kreuz also holds a Bachelor's Degree in Accounting and a M.B.A. from Texas State University at San Marcos.
Tony Davis, Ph.D.

Dr. Davis is an education researcher and former Consulting Director for a private non-profit education research company located in Denver CO. He has collaborated on large and small-scale projects with local, regional and state education agencies across the US. He has done research, developed and implemented practical programs and tools supporting teacher and leader success. His most notable work include the design, development and implementation of teacher and leader evaluation systems, most notably the Texas Principal Evaluation System (T-PESS, https://tpess.org/ ) and the suite of educator effectiveness evaluation systems for the state of North Carolina (http://www.ncpublicschools.org/effectiveness-model/ncees/).
In addition, he has extensive experience in delivering and implementing evidence-based leadership and learning programs across the country to many state, regional and local education agencies. The program focuses on practices associated with increases in student achievement and success and include; change leadership, organizational culture, communities of practice, strategic planning and executive leadership coaching.
He is an author and co-author on articles and publications related to human capital, leadership, and organizational development. He served as an Academic Advisory Board Member for PowerSchool, LLC. He has facilitated many education conference sessions and delivered keynotes on topics to strengthen the profession of education and support the efforts of teachers and leaders with their work to increase the odds for the success of all students. However, Tony’s greatest contribution comes as a 28-year veteran of the school house. He has worked to serve the families and students of several Denver Metro Area school systems as teacher and education leader.
Socorro Espinoza, Ed.D.
Senior Consultant
With more than 23 years of experience in the field of education and a proven record of success on supporting and leading educator effectiveness and human capital initiatives, Dr. Espinoza currently serves as a Senior Consultant. Dr. Espinoza started her career in education as a third-grade teacher in South Texas. She also served as a high school Counselor, Dean of Instruction, elementary school Principal and Chief Human Capital Officer in a large South Texas school district.

In 2017, Dr. Espinoza, joined the Education Service Center Region One as Director of Educator Effectiveness where she was responsible for managing a $50 million US Department of Education grant to provide direction in the planning and implementation of a comprehensive human capital management system inclusive of performance-based compensation for 16 school districts. During the last several years, Dr. Espinoza has also supported the planning and implementation of state initiatives, especially in the area of Teacher Incentive Allotment (TIA) and human capital management systems.

Dr. Espinoza grew up in Mexico, and has lived in South Texas for over 27 years. She graduated with a Bachelor of Science in Pedagogy and Psychology from La Universidad Autónoma de Chihuahua, Mexico. She earned both her master’s in Counseling and Guidance and her Doctorate in Educational Leadership from the University of Texas Pan American.
